Can one subscription cover several locations?

Only on Agency, which covers 10 connected accounts. Every other plan covers one, so two locations on two Instagram accounts need the Agency plan.

Is this safe for the account?

It runs on the official Instagram Graph API: no scraping, no browser automation, and your password is never asked for. Sends stay under Meta's documented limit of 750 private replies per hour per account, and a DM only ever goes to someone who commented on your post or messaged you first.

What happens to comments Instagram never sends a webhook for?

A polling sweep re-reads recent comments on active campaigns every few minutes and picks up anything the webhook missed. It skips comments that already have a delivery logged, so nobody is messaged twice.
