No. A campaign needs at least one keyword, which is a deliberate limit rather than a missing feature: a private reply to every comment on a viral reel is exactly the pattern Instagram treats as spam.
A polling sweep re-reads recent comments on active campaigns every few minutes and picks up anything the webhook missed. It skips comments that already have a delivery logged, so nobody is messaged twice.
